Personal accountability is fundamental to a stable, free society. Without accountability, there is no way to restrain the actions of a free individual. Stable societies require some restraint on free will - complete anarchy has always proved to be unstable and destructive. A stable society with no personal accountability cannot allow individual freedom; citizens must be physically prevented at all costs from doing harm to the society.
Without personal accountability, society has no way to discourage or punish detrimental actions of a citizen. Prison, civil penalties (fines, forfieture), and even execution are all predicated on the notion that an individual is responsible for their own actions. Without this accountability, a citizen is not liable for anything they can do.
Hence, citizens in a society without accountability must be physically prevented from taking detrimental actions; threats and warnings are insufficient. Any action which can be accomplished is acceptable in such a society. The difficulty of making detrimental actions impossible is likely the main reason all stable, surviving societies include personal accountability.
With personal accountability at the core of a society, free action and thought can be allowed; detrimental actions are discouraged through legal penalties. These penalties are easy to devise and enforce, especially compared with attempting to make an action impossible. As a result, a citizen is free to do any action, so long as they are willing to pay associated penalties.
Hence, given that personal accountability is necessary to a stable, free society, it is clear that legislation that seeks to remove personal accountability is an assault (albeit indirect) on freedom of the citizens. As accountability is removed, so must freedom in order to maintain stability.
Therefore, legislation and government actions which remove personal accountability are to be avoided if possible, fought if not. Government should never be put in a position where it can remove accountability and freedom, for down that path lies a society with no freedom whatsoever.
